Campaigning Concludes in Budgam; Prohibitory Orders Imposed to Ensure Peaceful Polls


Budgam, November 9:
As campaigning for the bye-election to the 27-Budgam Assembly Constituency came to an end on Sunday evening, the District Magistrate Budgam, Dr. Bilal Mohi-ud-Din Bhat (IAS), imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to ensure the peaceful and orderly conduct of elections.

According to an official order issued by the Office of the District Magistrate (Deputy Commissioner/District Election Officer), restrictions will remain in force across Budgam district from 6:00 PM on November 9, 2025, to 6:00 PM on November 11, 2025 — the day of polling. The period marks the commencement of the statutory “silence period”, during which all campaigning activities are strictly prohibited.

The order stipulates that no person shall convene, organize, or participate in any public meeting, rally, or event related to the elections during this time. It further prohibits any unlawful assembly under Section 189 of the Bharatiya Nyaya Sanhita (BNS), including processions or gatherings that may disturb public peace or hinder the electoral process.

Officials stated that the measures have been enforced to maintain law and order, safeguard democratic principles, and ensure that voters can exercise their franchise in a free, fair, and secure environment.

Additionally, the District Magistrate has declared November 9 to 11 as “dry days” throughout Budgam district under Section 47 of the J&K Excise Act and Section 135-C of the Representation of the People Act, 1951. The sale and consumption of liquor will remain prohibited until the conclusion of polling and on the counting day, November 14, 2025.
