JAMMU, APRIL 07: Chief Minister Omar Abdullah on Tuesday chaired a high-level review meeting to assess the progress of construction of new High Court complexes for the Jammu & Kashmir and Ladakh High Court at both Srinagar and Jammu wings, stressing the need for time-bound completion of these key judicial infrastructure projects.
Emphasizing expeditious execution, the Chief Minister directed all concerned departments and executing agencies to enhance coordination and accelerate the pace of work. He also called for early administrative approval for the proposed Jammu wing at Raika, envisioned as a modern and integrated judicial complex.
The project, being executed by the National Buildings Construction Corporation Ltd (NBCC), involves relocation of the existing High Court from Janipur to a purpose-built campus at Raika. The proposed complex will feature state-of-the-art courtrooms, judges’ chambers, administrative blocks, litigant facilities, parking infrastructure, and digitally enabled court systems in line with contemporary judicial standards.
Officials from NBCC informed the meeting that the project is being implemented in multiple phases to ensure systematic development and efficient resource utilization. A detailed presentation outlined the site layout, zoning plan, area matrix, phased construction strategy, timelines, and key execution challenges.
The Chief Minister also reviewed proposals for redevelopment of the Lower Court Complex in Srinagar aimed at modernizing judicial infrastructure in the Kashmir region to enhance accessibility, efficiency in case handling, and overall litigant experience.
Stressing adherence to timelines, quality standards, and transparency, Omar Abdullah directed regular monitoring of progress and timely resolution of bottlenecks, particularly those related to approvals, fund flow, and inter-departmental coordination.
Reaffirming the government’s commitment, he noted that robust and modern judicial infrastructure is vital for efficient delivery of justice and for strengthening public confidence in the legal system across both Jammu and Kashmir divisions.
