Omar Abdullah Urges Punjab CM to Ensure Unhindered Livestock Transit to J&K

SRINAGAR: Jammu and Kashmir Chief Minister Omar Abdullah has written to Punjab Chief Minister Bhagwant Mann, seeking immediate intervention to prevent the alleged unauthorized collection of money from livestock transport vehicles carrying supplies to Jammu and Kashmir through Punjab. In his letter (No. PS/HCM/D.O/2026/104), the Chief Minister expressed concern over complaints received from the All Kashmir Wholesale Mutton Dealers Union regarding the harassment of livestock transporters during transit. According to the communication, vehicles bound for Jammu and Kashmir, despite carrying all valid documents, are reportedly being stopped by certain groups and compelled to make substantial unauthorized payments. The issue was examined by the Jammu and Kashmir Department of Food, Civil Supplies and Consumer Affairs through an internal inquiry. The findings indicate that transporters are allegedly being forced to pay significant sums per vehicle without any apparent legal basis. The inquiry further noted that the movement of livestock is exempt from the Goods and Services Tax (GST), and that the continued collection of such payments is increasing the cost of livestock transportation, ultimately impacting mutton prices and placing an additional burden on consumers in Jammu and Kashmir. Highlighting the longstanding economic ties and cordial relations between Punjab and Jammu and Kashmir, Chief Minister Omar Abdullah urged the Punjab government to take immediate steps to ensure the smooth, secure and uninterrupted movement of livestock transport vehicles through the state. He also called for the implementation of strict safeguards, particularly ahead of the upcoming cattle fair tendering process, to prevent further financial losses to traders and ensure that the livestock trade continues without unnecessary obstacles.
