Supreme Court-Appointed Panel Launches Portal to Receive Complaints Over July 2026 Violence

New Delhi, October 17: A High-Powered Enquiry Committee (HPEC), constituted by the Supreme Court of India to investigate all aspects of the violence reported at Jantar Mantar in Delhi and other places during July 2026, has launched a dedicated online portal to facilitate the submission of complaints, representations and relevant information by affected persons and other stakeholders. The portal, http://hpec.nic.in, has been introduced to facilitate access for all affected individuals, including police personnel, seeking to bring their grievances and accounts of the incidents to the committee's attention. According to a press release issued by the Press Information Bureau (PIB) on Saturday, the committee will examine the issues outlined in paragraphs 12 and 13 of the Supreme Court's order dated August 18, 2026, and paragraph 5(i) of its order dated September 10, 2026. The committee will accord priority to matters concerning the use of pellet guns, targeted violence and harassment of female protesters, as well as allegations of excessive violence and destruction of property by either side. The portal has been designed to provide appropriate safeguards for vulnerable witnesses and maintain the confidentiality of individuals who wish to keep their identities undisclosed while submitting complaints or other information. Affected persons and other stakeholders have been encouraged to access the portal and submit their complaints or representations using the prescribed formats. Individuals wishing to share relevant information or suggestions concerning the issues referred to the committee under the Supreme Court's orders may also use the online facility. Those preferring to submit complaints, representations or supporting documents in physical form may visit the HPEC office at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi-110002, between 2 pm and 4 pm on working days. Submissions may also be sent by post to the same address or through email at hpec2026.enquiry@nic.in. The announcement was issued by Srinivasa Kammath, Member Secretary of the High-Powered Enquiry Committee. ANB
