Jammu, February 2:
Lieutenant Governor Manoj Sinha on Monday addressed the Legislative Assembly at the commencement of the Budget Session, presenting a comprehensive roadmap focused on inclusive growth, democratic consolidation, and infrastructure-led development in Jammu and Kashmir.
Calling the session a significant moment in the Union Territory’s democratic journey, the Lieutenant Governor said the formation of an elected government after several years has reinforced public faith in democratic institutions and participatory governance. He reiterated the administration’s commitment to fulfilling the aspirations of people across all regions and communities.
Emphasising governance reforms, the Lieutenant Governor said transparency, accountability, and digital governance remain the cornerstones of the government’s development strategy. Over 1,500 public services have been made available online, with hundreds integrated into an auto-appeal system to ensure timely service delivery. He added that more than ₹9,000 crore has been transferred directly to beneficiaries through Direct Benefit Transfer mechanisms during the current financial year.
On the economic front, the Lieutenant Governor noted that Jammu and Kashmir is among the fastest-growing regions in the country, recording an annual nominal growth rate of around 11 per cent. Steady growth in GST collections and power tariff revenues, he said, reflects improved fiscal discipline and a strengthening economy.
Highlighting infrastructure development, the Lieutenant Governor said unprecedented investments have been made in roads, tunnels, railways, airports, and the power sector, significantly improving regional and inter-regional connectivity. The completion of key tunnels, expansion of national highways, rail connectivity to the Kashmir Valley, and enhanced air services were cited as major achievements.
Tourism, agriculture, healthcare, education, urban development, and industrial growth were identified as priority sectors. The Lieutenant Governor said the Union Territory recorded over 17.8 million tourist visits in 2025, while reforms across sectors are generating new employment opportunities, particularly for youth and women.
Reaffirming the government’s focus on social welfare, he said pension benefits have been enhanced, housing coverage expanded, and targeted interventions introduced for women, tribal communities, senior citizens, and other vulnerable sections. Youth empowerment through entrepreneurship, skill development, and sports infrastructure also remains a key focus.
Concluding his address, the Lieutenant Governor called upon members of the House to work collectively to strengthen democratic institutions and ensure peace, progress, and prosperity in Jammu and Kashmir.
