Chief Secretary calls for GIS-based, data-driven road safety interventions Reviews implementation of Supreme Court-mandated road safety directives in J&K


JAMMU, JANUARY 22: Chief Secretary Atal Dulloo on Wednesday reviewed the implementation of road safety measures in Jammu and Kashmir as directed by the Supreme Court, stressing the need for extensive use of GIS-based data to identify vulnerable and accident-prone road stretches across districts.
He said data-driven identification would enable focused technological, engineering and enforcement interventions to significantly reduce road accidents in the Union Territory. The meeting was attended by Administrative Secretaries of concerned departments, senior Traffic Police officers and Heads of Departments, while Deputy Commissioners joined via video conferencing.
The Chief Secretary sought a detailed status report on compliance with Supreme Court directions and directed departments to prepare a clear, time-bound roadmap for implementing each directive. He emphasised leveraging transport and traffic data for targeted safety measures, strategic deployment of traffic police and engineering corrections on frequently accident-prone stretches.
Highlighting deterrence as a critical element of road safety, he directed strict enforcement against habitual and serious traffic violators, including cancellation of driving licences and registration certificates, and other statutory actions for rash driving and violation of traffic rules.
Reviewing the road accident scenario using data from the i-RAD portal, the Chief Secretary analysed trends based on time of day, monthly patterns, district-wise distribution, road classification and the nature of violations leading to accidents.
Road construction agencies—PWD, NHAI, NHIDCL, BRO and SAMPARK—briefed the meeting on steps taken to remove identified black spots in line with the Black Spot Protocol. Measures related to traffic calming, installation of safety signage and fitting of speed-limiting devices in school buses were also reviewed.
Secretary, Transport Department, Avny Lavasa presented details on the functioning of the i-RAD and e-DAR portals, informing that since June 2022, a total of 20,135 road accidents involving 32,819 persons have been reported in J&K, resulting in 3,688 fatalities and 29,131 grievous or minor injuries.
The data revealed that most accidents occurred on major highways, particularly in Jammu, Kathua, Udhampur and Rajouri districts, with peak timings between 3:00 pm and 9:00 pm. Rash driving and over-speeding accounted for nearly 50 per cent of accidents reported during 2025.
Enforcement statistics showed that 40,197 challans were issued in 2024 and 52,543 in 2025, with fines amounting to Rs 10.15 crore and Rs 15.88 crore respectively. In 2025 alone, authorities seized 1,528 vehicles, suspended 1,641 driving licences, blacklisted 10,439 vehicles, cancelled 1,192 registration certificates and revoked 300 route permits.
IGP Traffic, M. Suleman briefed the meeting on the functioning of surveillance cameras under the Integrated Traffic Management System (ITMS) and traffic signal cameras under the Intelligent Light Traffic System (ILTS) in Jammu and Srinagar. He said the Traffic Police enforced over 12.36 lakh e-challans in 2023, 15.03 lakh in 2024 and 14.92 lakh in 2025, imposing fines of Rs 85.16 crore, Rs 120.09 crore and Rs 145.12 crore respectively.
The meeting also reviewed the implementation of the Road Accident Victim Fund, trauma care facilities along highways, and the functioning of the Institute of Driving Training and Research (IDTR) at Kot Bhalwal and the Inspection and Certification Centre (ICC) at Samba. The performance of the District Infrastructure Quality Control (DIQC) mechanism in conducting road safety audits was also assessed.
Reiterating the government’s commitment to reducing road accidents, the Chief Secretary emphasised coordinated enforcement, engineering solutions, public awareness and strict adherence to judicial and statutory road safety norms to save lives in Jammu and Kashmir.
