DM Kupwara reviews Anti-Drug Measures at District NCORD Committee Meeting
KUPWARA, JULY 25: District Magistrate (DM) Kupwara, Shrikant Suse, today chaired a meeting of the District-Level NCORD (Narco Coordination Centre) Committee to review the anti-drug measures being implemented across the district.
The meeting comprehensively assessed inter-departmental coordination in the areas of prevention, enforcement, awareness, and rehabilitation, with particular focus on the progress achieved under the ongoing 100-Day Nasha Mukt Jammu & Kashmir Abhiyan.
At the outset detailed discussion held regarding achievements of 100 days campaign consisting enforcement measures undertaken by the district police Kupwara and Handwara in terms of the registration of FIRs under the NDPS Act, attachment of properties belonging to drug peddlers, preventive detention of offenders, removal of encroachments and the destruction of illicit cannabis and poppy cultivation across the district.
He also reviewed action initiated under SOP of the Home Department, including the cancellation of driving licences, contractor cards, gun licenses and action related to passports of individuals involved in narcotics-related offences.
The Deputy Commissioner directed all concerned departments to promptly conclude pending Regular Departmental Action (RDA) and other applicable legal proceedings against government employees found involved in drug-related offences, emphasizing that strict action is essential to ensure accountability and uphold the integrity of public institutions.
Reviewing the district’s de-addiction and rehabilitation initiatives, the Medical Superintendent, Government Medical College (GMC) Handwara, and the District Health Officer (DHO) Kupwara briefed the meeting on the number of patients registered at de-addiction centres, those currently undergoing treatment, and individuals who have successfully recovered through rehabilitation programmes. Appreciating the efforts of the Health Department, the Deputy Commissioner stressed the need to further strengthen counselling, treatment, and post-rehabilitation follow-up services.
While reviewing awareness and capacity-building initiatives, the Deputy Commissioner directed completion of trainings of nominated counsellors from Education Department, Government Degree Colleges (GDCs), SHGs, police officials and other concerned institutions to ensure structured and effective awareness campaigns on the harmful effects of drug abuse across the district.
The Deputy Commissioner further directed that the momentum generated during the past 100 days be sustained through continued and coordinated efforts to achieve the objective of a Drug-Free Kupwara. Reaffirming the administration’s commitment to combating drug abuse, he called upon all stakeholder departments to work in close coordination and adopt a proactive approach towards prevention, enforcement, awareness generation, and rehabilitation.
The meeting was attended by SSP Kupwara/Handwara, Medical Superintendent GMC Handwara, District Health Officer Kupwara, Principals of Government Degree Colleges, Chief Education Officer (CEO), District Information Officer (DIO), Officers from Prosecution, Tehsildars, and other concerned officers.
