LG Hands Over Appointment Letters to Families of Terror Victims, Announces Zero Tolerance Against Terror Ecosystem


Jammu, March 23, 2026: Lieutenant Governor Manoj Sinha on Monday handed over appointment letters to 37 next of kin (NoKs) of terrorism victims at the Convention Centre in Jammu, reaffirming the administration’s commitment to justice, dignity, and rehabilitation of affected families.
In addition, appointment letters were distributed to 29 NoKs of government employees who lost their lives in service, along with beneficiaries under age relaxation provisions, in accordance with the Jammu and Kashmir Rehabilitation Assistance Scheme-2022 and SRO-43.
Paying tribute to the victims, the Lieutenant Governor reiterated the administration’s resolve to take the strongest possible action against the terror ecosystem and its supporters. He emphasized that ensuring justice for victim families goes beyond punitive measures and includes restoring dignity and addressing long-standing emotional and social wounds.
“We will work with full commitment to secure dignified and honourable lives for the families of terror victims. Every responsibility towards them will be discharged with utmost seriousness, and justice will be ensured for each family,” he said.
Highlighting a broader vision for the Union Territory, Sinha described the present moment as a decisive turning point for Jammu and Kashmir, noting that both the youth and affected families aspire for stability, opportunity, and a better future. He termed it a collective responsibility to translate these aspirations into reality.
Issuing a stern warning to residual terror networks and what he described as “conflict entrepreneurs,” the Lieutenant Governor declared that the era of terror is over and asserted that there is no safe haven left for terrorists or their support systems in the region.
He further stated that individuals linked to terrorism who had previously infiltrated government institutions would face strict legal action, including dismissal from service. In contrast, he said, long-neglected victim families are now being prioritized for government employment to restore their socio-economic dignity.
Describing the initiative as more than an administrative step, Sinha called it a “moral declaration” of a new governance framework—one that seeks to correct past injustices and place victims at the center of policy action.
Senior officials, including Principal Secretary to the Lieutenant Governor Dr. Mandeep K. Bhandari, Commissioner Secretary General Administration Department M. Raju, Divisional Commissioner Jammu Ramesh Kumar, and Deputy Commissioner Jammu Dr. Rakesh Minhas, were present at the event along with members of civil society and families of the victims.
