Union Cabinet Passes Resolution Marking PM Modi’s 25 Years of Continuous Leadership New Delhi, October 6: The Union Cabinet on Tuesday passed a resolution congratulating Prime Minister Narendra Modi on completing 25 years of continuous leadership as head of government. The resolution highlighted various initiatives, policy measures and developments associated with Prime Minister Modi’s tenure, describing the journey as being guided by the principles of “Nation First” and “Citizen First”. It also referred to the electoral mandates received by Modi in Gujarat and at the national level, and outlined ten major aspects of his political and governance journey. From Gujarat to the National Stage: SWAGAT, PRAGATI and Jyotigram The resolution highlighted the transition of several initiatives from Gujarat to the national level. It referred to SWAGAT, a grievance-redressal initiative through which citizens could directly present their concerns, which received the United Nations Public Service Award in 2010. The resolution said SWAGAT later inspired PRAGATI, a platform for reviewing stalled projects and addressing implementation-related issues. It also cited Jyotigram’s separate electricity feeders for agriculture as an example of an initiative from Gujarat that was subsequently expanded as part of the national development approach. Jan Dhan, Housing and Welfare: Focus on the Poor The Cabinet resolution highlighted welfare initiatives aimed at improving access to banking, housing, drinking water and healthcare. It cited nearly 60 crore Jan Dhan accounts, more than four crore houses and the movement of 25 crore people out of poverty as indicators of the scale of welfare interventions during the period. Lakhpati Didi and Women’s Reservation: Expanding Women’s Participation The resolution highlighted initiatives aimed at expanding opportunities for women, youth, farmers and tribal communities. It referred to around 3.5 crore women becoming Lakhpati Didis and the Nari Shakti Vandan Adhiniyam providing for reservation for women. The resolution also highlighted startup and skill-development initiatives, education reforms, PM-KISAN transfers exceeding ₹4 lakh crore and PM-JANMAN for particularly vulnerable tribal communities. GST and Legal Reforms: Focus on Structural Changes The resolution highlighted the implementation of the Goods and Services Tax, reforms in welfare delivery and the replacement of colonial-era laws as significant measures undertaken during PM Modi’s tenure. It also referred to initiatives promoting cleanliness, digital payments and local products as efforts aimed at encouraging wider public participation in the development process. Atmanirbhar Bharat: Growth in Infrastructure, Electronics and Defence Production The resolution highlighted increased public capital expenditure and expansion in infrastructure and domestic manufacturing. According to the resolution, public capital expenditure increased from around ₹2 lakh crore to more than ₹12 lakh crore, while highway expansion and railway electrification also progressed. Electronics production increased from around ₹2 lakh crore to more than ₹13 lakh crore, while defence production and semiconductor manufacturing were cited as areas of growing domestic capability. UPI and Chandrayaan-3: Technology and Scientific Advancement The resolution highlighted Jan Dhan, Aadhaar and mobile connectivity in the context of improved welfare delivery and financial inclusion. It also referred to UPI as a major development in digital payments and cited the development of indigenous COVID-19 vaccines and the successful Chandrayaan-3 landing near the Moon’s south pole as milestones in India’s scientific and technological capabilities. The resolution further mentioned developments in artificial intelligence, quantum technology, biotechnology and private participation in the space sector. COVID-19 and Global Disruptions: Government Response to Crises The resolution highlighted the government’s response to the COVID-19 pandemic, including domestic vaccine development and the expansion of vaccination. It also referred to measures taken during the West Asia crisis, particularly those aimed at maintaining energy security and managing external disruptions. Article 370, Surgical Strikes, Balakot and Operation Sindoor: National Security Measures The Cabinet resolution specifically highlighted the 2016 Surgical Strikes, 2019 Balakot Air Strikes and 2025 Operation Sindoor in the context of national security. It also cited the removal of Article 370, One Rank One Pension and the creation of the post of Chief of Defence Staff among significant decisions taken during the period. The resolution further referred to measures against Maoist terrorism and efforts towards peace and stability in the Northeast. G20, BRICS and Global South: India’s International Engagement The resolution highlighted India’s engagement with the international community through platforms including the G20 and BRICS. It referred to India’s advocacy for the Global South, the inclusion of the African Union in the G20 and the Vaccine Maitri initiative. The resolution also noted that Prime Minister Modi had received honours from 36 countries, citing this in the context of India’s expanding international engagement. Yoga, Millets, Kashi Vishwanath Dham and Ram Lalla: Heritage and Development The resolution highlighted the government’s approach towards combining development with cultural heritage and environmental responsibility. It referred to renewable energy expansion and climate-related initiatives, as well as the promotion of Yoga and millets. The redevelopment of Kashi Vishwanath Dham and the consecration of Ram Lalla were also mentioned in the resolution in the context of India’s cultural heritage. The Cabinet resolution concluded by reaffirming the vision of building a prosperous, self-reliant and developed India by 2047, with collective efforts towards achieving the national objective. ANB
