CS Directs Time-Bound Revival Measures for Recoverable MSMEs , Orders Faster Field Assessments, Rehabilitation Plans and Follow-up of Stressed Units
Srinagar, September 16, 2026: Chief Secretary Atal Dulloo on Wednesday reviewed the functioning and progress of the J&K MSME Health Clinic, a digital initiative aimed at early identification, assessment and revival of stressed Micro, Small and Medium Enterprises (MSMEs) across Jammu and Kashmir.
The meeting was attended by senior officers of the Industries and Commerce Department, including Commissioner Secretary Vikramjit Singh, Directors of Industries and Commerce and Handloom and Handicrafts from Jammu and Kashmir, representatives of IIM Jammu and J&K Bank, besides other concerned officers.
During the meeting, the Chief Secretary reviewed the expansion of diagnostic coverage, field-level assessments, rehabilitation arrangements, financial interventions and digital mechanisms for monitoring and follow-up of stressed industrial units.
Dulloo directed the Industries and Commerce Department to accelerate field visits and strengthen the functioning of Small Business Development Units (SBDUs). He called for their mandatory expansion and adequate deployment of resources to enable coordinated assessment, handholding and follow-up of MSMEs.
He also directed the department to complete diagnostic profiling and prepare actionable revival plans for all 6,576 identified recoverable units. He emphasized that the assessment process should now lead to structured interventions, with regular monitoring and follow-up of recommendations emerging from the Health Clinic.
The meeting was informed that the MSME Health Clinic is currently monitoring 3,42,261 registered MSME units, of which 2,94,014 have undergone diagnostic assessment. Of the assessed units, 2,87,332, or 97.7 per cent, were found to be completely stable.
The assessment has identified 6,682 units requiring active intervention, comprising 6,576 recoverable units and 106 units prone to chronic sickness. Besides, 48,247 units have been referred back to J&K Bank for data correction to improve the accuracy of the database and subsequent assessments.
To strengthen field-level implementation, district-level core teams have been institutionalized across all districts. Each SBDU includes an Investment Promotion Officer from the respective District Industries Centre, a District Nodal Officer from the Jammu and Kashmir Entrepreneurship Development Institute, a consultant and other members.
The department is also providing 60 additional consultants to SBDUs, of whom 10 have already been deployed, while the process for the remaining positions is underway.
Field teams have so far conducted 581 factory visits and prepared 317 comprehensive diagnostic reports. Of these, 34 critical rehabilitation cases have received formal approval from the District Level Advisory Committee.
On financial interventions, the meeting was informed that details of 700 loans restructured by J&K Bank are being analysed to determine the scope for further assistance and align financial support with the requirements identified through the Health Clinic.
The meeting also reviewed digital systems introduced to improve monitoring and coordination. The Industries and Commerce Department has deployed an end-to-end action-tracking portal along with an integrated AI-powered chatbot for systematic case tracking and coordination among stakeholders.
The Chief Secretary stressed that the MSME Health Clinic should develop into an effective mechanism for early diagnosis, coordinated rehabilitation and sustained monitoring of stressed enterprises. He said the initiative's effectiveness would ultimately be reflected in its ability to convert assessments into timely interventions and produce tangible outcomes in enterprise sustainability, competitiveness and industrial growth across Jammu and Kashmir.
